La vision du Cameroun est de devenir “un pays \u00e9mergent… d’ici 2035”, et son document de strat\u00e9gie pour la croissance et l’emploi (DSCE) vise \u00e0 r\u00e9duire la pauvret\u00e9 par le biais de la croissance et de l’emploi.<\/p>\n

Pour atteindre cet objectif, le gouvernement s’efforce de renouveler la base de production et d’augmenter les investissements directs \u00e9trangers dans les secteurs de croissance, en particulier l’agriculture. Plus pr\u00e9cis\u00e9ment, elle a commenc\u00e9 \u00e0 accorder des concessions fonci\u00e8res \u00e0 des investisseurs \u00e9trangers pour des op\u00e9rations agro-industrielles.<\/p>\n

Malgr\u00e9 l’opacit\u00e9 des conditions d’octroi des concessions et le manque d’information, les recherches r\u00e9v\u00e8lent qu’en 2013, entre 1,6 et 2 millions d’hectares \u00e9taient destin\u00e9s \u00e0 l’exploitation agro-industrielle (compilation FES, CED, ACDIC2012). Ces concessions sont n\u00e9goci\u00e9es et accord\u00e9es sans aucune proc\u00e9dure de mise en concurrence, sans parler de la participation des principales parties prenantes, notamment les communaut\u00e9s locales et les organisations de la soci\u00e9t\u00e9 civile. Les diff\u00e9rentes parties prenantes, en l’occurrence les populations locales, continuent d’\u00e9prouver d’\u00e9normes difficult\u00e9s \u00e0 obtenir des informations cl\u00e9s sur les op\u00e9rations d’exploitation agro-industrielle qui ont lieu dans leur localit\u00e9, ce qui pose \u00e0 la fois des probl\u00e8mes de transparence qui compromettent la participation effective et inform\u00e9e des diff\u00e9rentes parties prenantes au processus de prise de d\u00e9cision. Ce d\u00e9ficit d’information se caract\u00e9rise par l’absence de consultation substantielle des tiers (communaut\u00e9s locales et OSC), la non-publication des contrats de concession et l’inaccessibilit\u00e9 des clauses contractuelles. Les concessions sont accord\u00e9es sans contrats transparents concernant l’emploi local, les redevances fonci\u00e8res et le partage des b\u00e9n\u00e9fices.<\/p>\n

Compte tenu du contexte actuel caract\u00e9ris\u00e9 par une forte pression fonci\u00e8re, ce programme vise \u00e0 promouvoir une gouvernance inclusive, responsable, \u00e9quitable et efficace des ressources fonci\u00e8res au Cameroun, et \u00e0 promouvoir un acc\u00e8s \u00e9quitable et s\u00e9curis\u00e9 \u00e0 la terre, ainsi qu’une exploitation transparente et rationnelle des ressources fonci\u00e8res qui respecte les droits fonciers et les int\u00e9r\u00eats des communaut\u00e9s locales et autochtones, par le biais de la recherche, du renforcement des capacit\u00e9s, du partage d’exp\u00e9riences, du dialogue et du plaidoyer.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
